ok i wrote an email to temasek poly and i got the following reply:
ITE certificate holders may apply through the Joint Polytechnic Admissions Exercise (JPAE). You may wish to refer to http://www.polytechnic.edu.sg for more information on JPAE and minimum entry requirements for NITEC/ Higher NITEC holders. The next intake will be in April 2011 and application will commence sometime in February 2011.
Applicants applying for a place in a particular course must meet the minimum entry requirements and required GPA of the course. Admission is based on merit and subject to available vacancy. You may wish to refer to http://www.tp.edu.sg/home/admissions/require/entry_ite/entry_nitec.htm for information on entry requirements for NITEC holders
